  2. Place a dry skillet over medium-low heat and add the peppercorns in a single layer.

  3. Toast the peppercorns, shaking the skillet frequently, until fragrant and you see faint wisps of smoke, 3 to 4 minutes.

  4. Immediately transfer the toasted peppercorns to a plate and let cool completely, about 5 minutes.

  5. Transfer the cooled peppercorns to a spice grinder or mortar and pestle and grind to a fine powder.
