  1. Heat 1/2 cup of olive oil in a large pot over medium heat.
  2. Add 1 cup of chopped onions and 2 minced garlic cloves; sauté for 2 to 3 minutes until translucent.
  3. Stir in 1 cup of tomato puree and cook for 5 minutes, stirring occasionally.
  4. Add 2 cups of rice, stirring to coat each grain in the tomato mixture.
  5. Pour in enough water to cover the rice by 1 inch, approximately 4 cups.
  6. Bring to a boil over high heat, then reduce heat to low and simmer for 15 minutes.
  7. Add the cubed monkfish and 1/2 cup of chopped parsley. Season with salt and pepper to taste.
  8. Cook for another 10 minutes, or until the monkfish is cooked through and the rice is tender. Stir occasionally.
  9. Adjust seasoning if needed and serve the Monkfish Rice hot.
